Showers “turning increasingly wintry” as cold air “digs in”

Why is it that according to weathercasters on TV showers in winter are often described as turning increasingly wintry ? Logically as the freezing level lowers they can only turn wintry once, after that they surely can’t keep turning wintry ad nauseam? And why is it that cold air is always described as digging in ? So just to keep these old traditional euphemisms going the showers over higher ground above 300 metres in northwestern Scotland have already turned increasingly wintry, and the cold air has well and truly started to dig in.
