Yellow warning for ice – why 2100 UTC?

I really would like to get on with other work but I just couldn’t resist querying this warning hot off the press from the Met Office this morning at 1105 UTC. Maybe they don’t realise that some roads above 250 metres are already affected by ice and snow across the UK today? The air is cold and there are plenty of showers around which will be falling as snow on higher level roads throughout today I imagine, in fact its already snowing at Lough Fea in Northern Ireland. So why is it that this yellow warning for ice doesn’t come into force till 2100 UTC this evening?
